# 1 - Collecting the invoice total
Affiliate collects the invoice total from the winning bidder – including the vehicle fees. ALL Winning Bidders pay the $200 doc. admin fee – No Exceptions.
If the winning bidder is:
- Dealer: remove all vehicle fees except the doc. admin. fee
- Registering the vehicle out of state: remove all the vehicle fees except the doc. admin fee and the $20 excise tax.
- Plans to junk the vehicle: remove all the vehicle fees except the doc. admin. fee and charge sales taxes for the vehicle at the same rate as the auction.
- Tax-Exempt: Very few entities are tax exempt when it comes to motor vehicles sales taxes (federal gov’t, municipalities, police, fire dept, ambulances, private non-profits for very specific uses). If a winning bidder meets one of the required criteria and provides a completed and signed ST3 form, the motor vehicle sales taxes are removed – all other vehicle fees must be paid. The affiliate must keep the original ST3 form in case of a tax audit.
#2 - PS2000/VTAP & Permits
PS2000/VTAP
Assuming the winning bidder submitted the ‘Bidder Supplied Information' prior to the auction removal, the PS2000/VTAP and Permit (if applicable) will be emailed to the affiliate the morning of the removal. If the registration information has not been submitted, the winning bidder will need to complete the online form once they have arrived for the removal and the affiliate contacts K-BID (763-479-3000) to advise the information has been completed. K-BID will then email the PS2000/VTAP. When received, the affiliate prints out the PS2000/VTAP and has the buyer sign it. The originally signed PS2000/VTAP must be submitted along with the title and other title work to K-BID.
60-day Permit
If a 60-day permit is required, it will be emailed to the affiliate along with the PS2000/VTAP. The affiliate will print the permit using the special permit paper provided by K-BID.
#3 – Buyer Signs the Title and Additional Docs/Forms
Affiliate oversees the accurate completion of the title forms and documents. Double check everything before the buyer leaves the removal.
Notes:
- Registering Vehicle to an Individual: Buyer signs 1X on Buyer’s Signature line.
- Registering Vehicle to 2 People: Both people must sign on Buyers Signature line.
- Registering Vehicle to Company: Buyer signs 1X on Buyers Signature line.
- Registering Vehicle to Company & Individual: Buyer signs 2X on Buyers Signature line.
What if the bidder and affiliate have made alternative arrangements for pickup & payment?
Send an email to auctionwithtitles@k-bidmail.com identifying the Auction # and the status of open invoices with T/R assets. It is assumed all invoiced vehicle fees have been collected unless the Title Department is specifically notified the VF need to be adjusted or there is a delay in receiving the VF payment from the bidder for some reason. The email should include the following information for every T/R asset listed on an open invoice:
- the Invoice number
- winning bidder number
- lot number
- reason for invoice payment delay
- expected date of invoice payment
If this email isn't received prior to the due date listed on the invoice, the affiliate will be charged the late penalty fee on all lots that are involved.
